Troop Leadership Training "mandatory" every six months?

Q. Troop Leadership Training "mandatory" every six months? My son's SM just sent a note to the troop that Troop Leadership Training (TLT) is "mandatory per BSA National policy" every six months, even if you've had it before. That doesn't sound right to me. I know the Scout won't be considered "trained" in his position of responsibility (POR) w/o TLT, but as far as I know, TLT (or training of any kind) isn't a prerequisite for a POR, nor is it a requirement during a POR.

A. -I have never heard of a BSA required mandatory training at all, and have have been scoutmaster for quite awhile. In our troop we try to have a JLT session every year, but it is highlysuggested, not a "requirement". -there's no such requirement from National. However, it would seem absolutely within the purview of the SM/Committee to make such a requirement for youth leaders. I believe that all boys serving in PORs take TLT at least once, and that SPLs, ASPLs, and those boys likely to become such take the NYLT course. But the SM/Committee ought to start such a requirement by making it mandatory for all adult leaders to retake the SM Specific training every year...especially if they are old dogs who were 'trained' many years ago. Wood Badge fits in here as well. The potential problem is adults who 'have their own way' and Scouts who have learned much from the courses, and wish to use their new skills. Untrained leaders working with trained Scouts is the best way to lose those Scouts. Even trained leaders who don't use their training skills are at issue here.
